There are times when the trout are feeding subsurface on the shrimp, and other times, you will see them breaking the surface. The surface breakers, are taking the shrimp that may be dead and just floating along, or those that have made their way to the surface for a short breather. As they skit to the surface, they sit there for a few seconds, then zig zag there way back down to the stones again. It is when they are on the surface, the trout will also sweep them up. This is when this fly comes into play. Fish this, and a size 14 hybrid shrimp hares ear further up the cast, to cover both worlds. Floating line for best results.
